The award goes to two papers: P. Panteleev, G. Kalachev, “Asymptotically Good Quantum and Locally Testable Classical LDPC Codes” and I. Dinur, S. Evra, R. Livne, A. Lubotzky, S. Mozes “Locally Testable Codes with Constant Rate, Distance, and Locality"
